Khartoum and the States are witnessing a steady increase in lawlessness, killings during armed robberies, robbing on streets at gunpoint, theft at medical institutions, shops, homes. People reported most perpetrators wear military uniforms; lawlessness of forces is attributed to defective training and low salaries. Intelligence and security forces including RSF, Armed Forces, Gen Intelligence Svc, police, led to chaos, and distribution of vehicles without license plates carrying forces.
